With the innovation of transmission technology and means,the competition between news media is becoming more and more fierce,and the era in which timeliness is merely depended on as the competitive advantage has already become history,therefore,news scheme has been fairely necessary in the firece competition between news media and news transmmision.

In the components of the news plan,objectivity is the basic,service is the objective and scientificity is the means,but they are unified.

How to develop university newspapers? By using the methods of documentary analysis and interview,this study conducted a research on the news strategy of the Chinese newspapers on the last two Olympic Games,in order to construct a theoretical frame that can provide a little theoretical support and practical instruction for all types of newspaper in China in reporting 2008 Olympic Games.

It is beneficial to handle news strategy well by mastering its features, which include subordination, regularity, systematization, purposefulness and creativity.

But there are two misunderstandings in the practice of this new scientific and rational organization and designing of news facts which is characterize by"truthfulness",and which is based on the laws and values of news: taking news designing for news ballyhoos; taking news designing for designing news.
