This paper constructs a Structural optimal model with region public finance expenditure based on panel data from 1994 to 2001 by using of cointegration theory, error correction model (ECM) and multi-goal programming methods.

乡镇财政支出(expenditure of townshipfinance)乡镇政府为实现其职能所拨付的各项资金。乡镇财政支出与乡镇范围内责任和权利的划分，与发展文化教育、科学技术、农业、水利、交通、民政等密切相关，同时乡镇政府公职人员的经费也靠它来保证。 中国乡镇财政支出构成的分类:①按照支出的性质分为生产性支出和非生产性支出。前者包括乡镇范围内的农业、林业、畜牧、水利及乡镇企业等生产性投资;后者为中小学教育、乡镇图书馆和其他社会公益事业以及乡镇工作人员开支。在乡镇财力有限的条件下，用于非生产性支出占主要地位。②按照支出的形式分为预算内支出、预算外支出、自筹资金支出。预算内支出是乡镇的经常性支出，包括上级政府划归乡镇财政支配的行政管理费，文化、教育、科学、卫生事业费，农、林、水利事业费，社会救济费等。预算外支出，根据乡镇预算外收入的范围和要求，相应地用于乡镇中小学校舍维修费、广播站经费、道路维修费、乡村建设支出等。它是乡镇财政用于因地制宜地发展乡镇社会公益事业的基本支出。乡镇自筹资金支出是乡镇政府通过自筹、募集等方式形成的资金，用于发展乡镇农林特产支出、乡镇企业支出、乡镇事业单位支出、支援乡镇公共设施支出等。这是弥补预算内外资金不足的补充性支出。③按照支出方向分为三大类:乡镇基础设施投资，如乡镇道路、供水、学校建设等设施;乡镇福利救济支出，如养老院、幼儿园、社会生活救济费等;乡镇政府经费开支，包括乡镇工作人员工资、办公费等。 乡镇财政支出应充分估计乡镇财力的具体条件，力求比例协调、结构合理，尽可能地满足乡镇事业发展的基本需要。处理支出中各类矛盾的正确原则是:①量入为出，使各项支出控制在收入所一许可的范围内;②合理兼顾，应统筹兼顾国家、集体、个人三者利益，合理分配积累与消费.使乡镇社会经济和公益事业得到较快发展，人民生活不断改善:③讲求效益.厉行节约，反对浪费，提高资金使用效益。 随着农村商品经济的发展和农村产业结构的调整，中国乡镇财政支出的规模和范围都在迅速扩大。一些乡镇建设、社会福利、住宅布局等全面发展的新型乡镇已经涌现出来。与世界其他国家相比较，显著的不同点是乡镇财政支出在资本主义各国只限于投向公益性、服务性事业。如中小学教育、乡镇图书馆、文娱保健设施等，不直接投资于盈利性的农工商企业。在苏联、东欧社会主义国家，乡镇财政支出也多用于发展农村的甚础设施，对农民进行个人社会保险，不像中国直接扩大对发展乡镇企业的投资;在乡镇财政支出与乡镇企业财务开支之间，不像中国存在着密切的财政上缴和资金拨款关系。 (梁尚敏吴俊培)
