资源最优配置是微观经济学的核心研究内容。首次使用当今称作消费者剩余和生产者剩余概念来系统研究收益与成本的人是杜普伊特(J. Dupuit, 1844)，帕累托在1901年对多个经济活动者的最优性概念给出了明确的定义，此后最优性与次优性便成为福利经济学中的重要概念，1938--1941年间霍特灵、伯格森(A. Bergson)、希克斯对这方面的研究作了综合和总结。
