| 零增长 zero growth 对经济增长持否定和悲观态度而主张停止经济增长和人口增长的西方经济学理论。 1968年，西方一些科学家、经济学家和新闻文化等界的名流聚集在罗马，讨论经济增长所带来的各种问题，尤其是生态平衡问题。1971年，J.福雷斯特发表《世界动态学》，1972年，D.H.麦多德等人发表《增长的极限》，提出零增长理论。零增长论者主要从自然条件、资源、环境等方面论证经济增长的“极限”，或者从社会经济角度论证经济增长是不可取的，不值得的。根据零增长理论，就世界各国目前的生产技术、生产能力，如果经济不受阻碍地继续增长下去，那么到2100年，将会出现极度环境污染，粮食匮乏，人口过多，自然资源耗尽，从而进入“世界的末日”，人类将最终毁灭。因此，必须实现零经济增长率，以使世界保持生态平衡。 零增长理论在世界上引起广泛的争论。反对者认为，零经济增长并不能达到生态平衡的目的，只不过使人类稍推迟“世界末日”的到来，因为在零增长的条件下，不可能新建或扩建改善环境的部门，从而不能防止和解决污染和资源枯竭等问题；零经济增长将大大加剧社会不平等，并使社会成为一个僵化的社会；在零经济增长下，社会效率会大大降低，因为没有技术创新，人们进取的积极性消失，社会思想会混乱不堪，在“自然末日”到来之前，“社会的末日”已到来了；零经济增长也不可能在全世界范围内实现，因为发展中国家和发达国家根据本身的利益都不会愿意实行零增长。零增长既是不能实现的，也是不应该实现的。 |
