美海军已于１９９６年财年为“百人队长”级潜艇研制拨款，作为该型潜艇的启动资金。在１９９９～２００２财年期间，美国国会将拨款２３亿美元用于采购该级潜艇。“百人队长”级的研制是美国海军战略调整的结果。美海军认为，现在的攻击核潜艇，除了应继续执行过去的深海反潜任务外，还应在沿岸的浅水海域与水面舰艇战斗群进行协同，完成多样性的作战任务，并能够成为多种作战任务的水下作战平台。为此，“百人队长”级在设计方面有了新的调整。百人队长级潜艇的排水量将控制在6000吨左右，与“海狼”级相比，“百人队长”级的尺寸和排水量大为减小，造价亦较低（不超过 １３亿美元）。它将集“洛杉肌”级、“俄亥俄”级和“海狼”级潜艇上的先进技术于一身，并应用一些新技术，是既具有大洋深水作战能力，又具有较好的沿岸浅水区作战能力，并能够执行多种任务的核动力潜艇。在武器装备上，该级装备了 １２个“战斧”式巡航导弹垂直发射管，另外，还装备了４具６６０毫米鱼雷发射管，每侧各有２具，可发射ｍｋ４８鱼雷、“鱼叉”和“战斧”式巡航导弹，总共可携带导弹和鱼雷武器３８枚。为了加强深水和没水区的反潜作战能力，“百人队长”级还将安装先进的拖曳阵列声纳，宽孔径基阵声纳、被动测距声纳、综合声纳等传感装置以及新型的作战系统。它采用 １台 ｇｅｐｗｒｓｇｇ核反应堆，其堆芯可在潜艇全寿命期续使用，而不必更换。
百人队长级潜艇强调区域作战能力，最多用选型潜艇，可执行反潜、反舰、护航警戒、水雷战、情报收集、协同作战支援、特殊战斗等任务。该级艇将在反应堆舱前装一个特种任务
