地震预测整体观

笔者在追忆李四光地震科学和防震减灾指导思想的基础上,提出了以系统整体观指导防震应急的新论点,包括:运用地壳运动整体观研究地震规律;应用地震预测整体观进行地震预测;划分活动性构造体系,研究构造活动性;加强综合监测,研究各种地震前兆和相关的自然变异的发展趋势;圈定地震风险区,制定防震应急预案等。

计算未来时刻航天器的位置及其与测量站的关系并将计算结果向各地球站预报。根据经过轨道改进后的精确轨道要素用 航天器轨道摄动 的方法推算预定时刻航天器的位置，进而得到地球站与航天器之间的几何关系，并可提供地球站观测条件（称为观测约束条件）所需要的观测时间。观测约束条件一般是：①航天器相对地球站的仰角至少大于最低仰角。最低仰角与地球站周围的地形（如高山遮挡等）和观测设备允许的最小仰角有关；②航天器与地球站之间的距离不得超过无线电跟踪测量系统所能达到的最大距离。③光学设备（或目视）要能够观测到不发光的航天器，也就是说这时航天器既要被太阳照亮（见卫星食），又要求天空背景比较暗。天空背景用太阳相对地球站的仰角来表示，一般要求在地平以下 5°～10°之间（即凌晨或黄昏）。对于比较暗的航天器还需要考虑满月时月亮的影响。观测预报可以为地球站（包括用户）接收航天器的信息和航天器机动飞行控制等工作提供条件。
