After analyzing the existing limitations in the extracurricular scientific research education at present,this paper proposes that the measures of teaching innovation should raise the students interest in their major knowledge,and improve the management of the process of the course,with expectations of enhancing students practical abilities and cultivating their innovative spirits.

Based on the author’s teaching experience of the course,some suggestion of teaching contents,teaching methods,extracurricular practice and curricular assessment about environmental management was stated.

The innovative base of science and technology activity out of class for undergraduates,nowadays,must change the idea about the way of raising money,bring into playing subjective creativities and explore new ways that adapt to self characters.
