资源浪费型产业体系的否定。中国现阶段的产业体系基本上是属
于浪费型的产业体系，主要表现在产业结构初级化，产品加工层
次低，经济规模结构不合理，经济技术落后，各种原材料消耗率
都远远高于发达国家和世界平均水平。
