  企业约束机制企业对于一定信号作出的自身行为适应性调整的机能。这是市场经济条件下自主决策、自负盈亏企业必然具有的功能。企业约束机制的要素主要包括:①市场约束。由市场各因素的综合作用对企业行为产生的制约机能。②法律约束执法机关依照国家制定的经济法规对企业经济行为产生的制约机能。③行政干预约束。国家行政机关依据行政权力对企业的行为施加的调节。④预算约束。⑤责任约束。企业约束机制同一定的经济体制有直接的联系,取决于不同企业制度。在计划经济体制下,中国国有企业一般不具有这种功能。国有企业改革目标之一,就在于重塑企业这一功能,使企业的领导和职工都从切身利益出发关心企业经营成果,并对自身的行为根据一定的信号自动作出调整或约束。
