依靠电子计算机施行教学、组织和管理教学以及辅导学习和模拟实验等的活动。1958年，美国国际商业机器公司首次应用IBM650型计算机组成的教学系统向小学生讲授二进制算术。此后，各种类型的计算机教育系统层出不穷。如按功能可分为:计算机管理教学(computer-managed instruction，简称CMI)， 计算机辅助教学（computer-assisted instruction，简称CAI），计算机辅助测试（computer-assisted testing 简称 CAT）和计算机模拟实验等系统；如按所用主机的大小，可分为：大型、中小型、微型和个人型等。大型计算机教育系统所带的终端在 100个以上，有的多至千余个；中小型计算机教育系统所带终端为10～ 100个；微型计算机教学系统所带终端不超过10个；个人型教学系统无多终端功能，仅供个人使用。大型和中小型教育系统一般均具有上述多种教育功能。例如，美国伊利诺伊大学乌班那分校CBE研究实验室于1960年开始研制的一个称为PLATO的计算机教育系统，就是世界上最大的一个大型 CBE系统。这个系统在控制数据公司 (CDC)的协作下，经20年的努力，耗资1200万美元，已发展为PLATO-Ⅳ型。该系统主机包括两台大型计算机(CDC-cyber-73-24和CDC-6500各一台），经数据通信网与1100个终端相联。这些终端分布在 200个地区，遍及美国主要城市和若干国外城市。在这所大学的校园内，设有 300个终端，供师生使用。PLATO-Ⅳ型系统中已存贮 150个专业的共约7000课时的教材，范围涉及数学、天文、物理、化学、地理、历史、语言、心理等多种学科，还有法、德、汉、日等10余门外语课程。全年能提供1000万人 1学时的教学量，约相当于一个有 24000名学生的4年制学院1年的总学时。这个 CBE系统的教学功能很强，能进行讲课和答疑、测验和评分、成绩记录和分析、布置和检查作业等，并能帮助教师查找资料、辅助制图，为编写和修订教材提供高效率的助编手段。现在这个CBE系统正在发展为PLATO-Ⅴ型，系统功能又有不少改进和提高。
微型教学系统和个人型教学系统，一般只具有较少的教学功能甚至单一的功能。个人型系统体积小，携带方便，既能独立使用，也可与其他大中型系统相联当终端使用。当前流行的个人型教学系统，如苹果 -Ⅱ型系统，很受欢迎。
