为了加快中小学危房改造步伐，国务院决定，从2001年开始在全国实施中小学危房改造工程。2001至2002年，已经成功实施了第一期全国农村中小学危房改造工程，中央和省（自治区、直辖市）共安排专项资金52亿元，其中，中央安排专项资金30亿元，累计改造农村中小学严重危房1700万平方米。2003年，国家又全面启动了第二期全国农村中小学危房改造工程，决定在2003至2005年共投入中央专款60亿元，基本消灭全国农村中小学现有d级危房校舍，目前该“工程”正在顺利实施。
