强制性规范是指具有完全肯定性规定的而且必须绝对遵循的规范，是法律规范中的—种。即法律关系的参加者在执行这类规范时不得通过协商的办法对其规定作出任何改变，也不得随意放弃规定所赋予的权利或规定所加予的义务。这类规范在全部法律规范中，特别是在刑法规范中，占有重要的地位。一般，强制性规范应当包括禁止性规定和处罚后果两个部分。
