美国国会图书馆依据《480号公法》 获取国外出版物的计划。1954年美国国会通过《农产品贸易发展暨补助法案》(即《480号公法》),授权国会图书馆馆长在国会指定的范围内用其外汇购买外国出版物并收藏于国内若干所图书馆。1958年修正了该条款，规定从1962年起，国会授权美国国会图书馆使用这些资金采购外国最新的图书、期刊和其他资料，并将其分配给美国的一些图书馆保存。根据此项计划，美国国会图书馆每年从斯里兰卡、印度、印度尼西亚、以色列、尼泊尔、巴基斯坦、埃及、南斯拉夫等 8个国家采集100～200万册(件)图书、小册子、期刊、报纸、政府出版物等，分配给有关图书馆。此项计划可使美国研究图书馆直接得到联邦政府资金的支持，从非西方国家采集出版物，例如1962～1972年间共采集了1 575万册(件) 资料。由于接收资料的图书馆大都无力编目，美国研究图书馆协会与国会和国会图书馆磋商，使1965年《高等教育法》第2部分C款获得通过，从而为制订全国采集和编目计划打下了基础。
