Being in the mountainous areas at the grass-roots level,the county-level RTVU is inferior in the conceptions of distance education,management,facilities and equipment,teacher caliber,distance education capability,and the student s ability in information technology and independent study,etc.

Faced with the cross century educational renovation and development, RTVU at county level should try to make full use of the advantage of its own, conform to the demand of the era actively, think over the problems of construction and developing strategy.

The characteristics and achievements of RTVU at county level indicate that we should base the development of higher education on RTVU, take advantage of communities and lay stress on voc.
