长期以来，经济学家如同其他人一样，往往想当然地认为，一群有共同利益的个人常常会自愿采取行动以促进其共同利益，就像个人会为了自己的利益而采取行动一样。近来，经济学家对此提出了质疑。如果某个集体中，确定个人分享某种共同利益，那么，促进这种共同利益就将自动有利于集体中的每一个人，而不管他是否为此作出了贡献。这时，理性的个人有什么理由不选择搭便车呢?因此，除非集体很小，以至于其中的个人无法搭便车，或者给予那些行动者以额外的好处，否则集体行动就不会发生。这正应了中国的一句老话：一个和尚挑水吃，两个和尚抬水吃，三个和尚没水吃。
