【企业短期融资计划】它是户国人民银行为控制企业发行短期融资券的数量而确定的一种年度控制指标。单独编制企业短期融资计划是建立社会主义市场经济的需要，是适应加强宏观控制的需要。为了保证国家产业政策重点倾斜对象有足够的资金投人，就需要对市场调节的部分有计划地进行控制。 中国人民银行在编全社会信用规划时，主要根据控制全社会信用总量、合理分配资金的要求，按各地区上报的企业短期融资计划，经过综合平衡后，确定全国企业短期融资券的发行数量。企业短期融资计划安排发行短期融资券的对象必须是经工商行政管理局登记并领有营业执照，实行独立核算，自负盈亏，具有法人资格和较好经济效益的全民所有制或集体所有制单位。筹集的资金只组织用于解决企业在生产经营中季节性、临时性的流动资金需要。融资券的期限分为3个月、6个月、9个月三个档次。发行额度不得超过企业自有资产净值的so%。
