【西方经济学中有关国际储备适度规模的理论和观点】‘(l)国际储备—进口比率法。该理论由美国经济学家特里芬教授(R.Tri卜fin)在其著作《黄金与美元危机》中提出。特里芬认为，一国的国际储备量应保持在其贸易进口额的4O%左有，若低于30%就需采取调节措施。该理论对许多国家的储备政策都产生了很大的影响，并应用于实践中。(2)国际收支差额论。持这一观点的有F·马克普普(F·Machiup)、F·凯南(r·耘二n)和W·M·布朗(W·M·B~)等。他们认为一国国际储备需求t与其国际收支差额及其变动幅度密切相关。为此，他们以资金的对流为前提，考察全部对外交易总差额对国际储备需求的影响。 (3)成本—收益分析法。阿格沃尔(J.Agarual)提出用产出来衡t持有储备的收益和成本。他得出发展中国家最适度的储备需求水平为:R傲二袭(晒+1一城:)(推导过程略) 一妙、，’一’‘~~，‘、一，J~一~ 其中:为最佳储备t D为短暂的、意外的国际收支逆差额 二为逆差出现帅概率 M为增长的资本—产出比率的倒数 兔为进口生产性物品和总产t的比率 q.为追加的可用资本的进口比率 (4)货币供应t决定论。货币主义学派H·约翰逊(He叮J比~)等人认为任何国际收支不平衡从本质上讲均属于货币运动。当一国货币供应t超过其国内偏求时，多余的货币就会流向国外从而引起现金余额的减少，由此得出国内货币供应t决定国际储备需要量。 (5)定性分析法。R·G·卡尔标(R·G·C印七augh)和(C·D.Fan)在《国际货币体系》一书中提出，要确定国际储备的需要t应进行定性分析，包括国际收支调节机制的效力及政府采取调节措施的谨懊态度等。钱得勒和哥尔特菲尔特在其著作《货币银行学》中提出:在确定储备t时应考虑所依核的国际清偿能力的来源及稳定程度、所持资产的形式及比例等;日本酒并健三也指出一国的外汇储备持有量在相当程度上为其国际收支动向、国内经济状况和提供国际信贷的机构所左右。
