一般有两种解释:①研究教育的一般原理的学科。研究的内容包括：教育的本质、目的、教学、思想品德教育、体育、美育和学校管理等。普通教育学所论述的教育的一般原理，是研究教育学各门分支学科的基础。目前通常讲的教育学,就是指的普通教育学。一般认为,中外历史上第一本普通教育学专著是德国教育家J.F.赫尔巴特于1806年出版的《从教育目的引出的普通教育学》。1936年，中国的尚仲衣把它译成中文时称为《普通教育学》（见《普通教育学》）。②研究中小学教育的学科。它的研究对象是青少年儿童的普通教育，即中小学教育。普通教育学是同学前教育学、高等教育学、特殊儿童教育学等学科相对应的，是教育科学的一门分支学科。在中国，普通教育学是研究中小学教育的发展和普及，培养年轻一代成为有社会主义觉悟的、有文化的、身体健康的劳动者的规律的科学。
