工业雄术耀绛r依靠科学技术的进步，把工业生产转到新兴的先进的技术基础上来，不断提高生产技术、管理技术、服务技术、开发技术的水平，从而创造出更高的劳动生产率，以促进社会生产力发展的过程。工业技术进步是工业发展的一个关键因素，是实现工业现代化的决定性条件。工业技术进步的主要内容有:①新部门的开辟，新型材料的开发和新能源的发现。②工业设备的技术革新，机械化、自动化程度的提高。③新产品、新品种的开发创造，产品质量的提高。④工业技术改造。⑤生产专业化、协作化程度的提高。⑥职工的生产技术水平和管理水平的提高。⑦节约工业生产要素的投入，提高产业产品的数量和质量。这也是提高产品市场竞争能力的关键。中国工业技术进步的战略措施是:①采用当代最新科学技术成果，努力发展高技术产业。当代科学技术发展的新趋势是以电子计算机为核心的光电通讯技术、生物工程技术、海洋开发技术等综合技术体系的发展。在20世纪末和21世纪初的几十年里，这些最新科技成果转化为商品，将引起社会生产力的飞跃。②用新技术改造传统工业。中国是发展中国家，经济发展很不平衡，在发达国家已被称为“夕阳工业”的传统工业，目前在中国仍然广泛适用，传统工业仍然是国民经济的主体。因此，在相当长的时期内，加快传统工业的技术进步是极其重要的任务。③运用市场竞争机制。企业是市场经济的微观基础，工业的技术进步最终要由企业来实现。在市场经济优胜劣汰的竞争中，迫使企业加速技术进步，从而加快工业技术进步的进程。④采取多种途径、多种方式引进国外先进技术。例如，赋予大中型企业直接对外权，加快引进的速度，加强消化和吸收引进技术的工作，提高技术引进的效益，推进国内的技术进步。
