是指由于国际经济一体化组织成员国之间相互取消了关税和与关税具有同等效力的其他措施，扩大了成员国之间的贸易规模，特别是成员国之间的贸易代替了一些成员国与非成员国之间的贸易，产生的“贸易方向的转变”。一国参加国际经济一体化组织的主要静态尺度，就是权衡一个一体化组织给他带来的贸易创造大、还是贸易转向大，如果贸易创造大于贸易转向，该国可以加入；如果一国从参加国际经济一体化组织中得到的贸易转向大于贸易创造，该国不应参加该一体化组织。从总体上说，如果一个经济一体化组织的贸易创造大于贸易转向，其吸引力就较大，反之吸引力比较小。
