This paper analyzes the relationship between environmental policy and local environmental legislation with the guidance of general theory about the relationship between policy and law.
本文以政策与法律的关系的一般理论为指导,研究了环境政策与地方环境资源立法的关系,并分析了江苏省地方环境资源立法的现状,总结江苏省地方环境资源立法所取得的成绩及存在的不足,认为政府在管理地方环境事务过程中,综合运用政策与法律手段的同时,应当注重发挥法律的优势地位,并提出完善地方环境资源立法的思路。

Suming up the experiences and lessones of joint development between city and countryside in our country, this paper brings up the policy and lawful thinking of joint development between city and countryside: the environmental and source policy in developing ecological agriculture, the thinking of community between city and countryside, and the way of broadening mutual ecological demand, etc.
在总结我国城乡一体化发展经验教训的基础上,文章提出以生态联系为纽带,在发展生态农业的环境与资源政策、城乡共同发展体设想以及扩大城乡生态型内需的途径等方面提出了城乡统筹发展的政策与法律主张。
