唐高宗、武则天时大臣。字宗仁。郑州原武(今河南原武西)人。弱冠以进士及第授江都县尉,累迁为监察御史。高宗上元初,朝廷召募"猛士"御吐蕃,师德以文臣应募,从军西讨,屡有战功,迁殿中侍御史兼河源军(今青海乐都西南)司马,知营田事。武周天授初,升任左金吾将军、检校丰州都督,仍知营田事。师德主管北方营田十余年,自己穿上皮袴(百姓的服装),指挥士卒屯垦,取得积谷数百万斛的巨大成绩。边军粮足,既无转输之劳,又省和籴(政府向百姓收购粮食)之费,获得武则天的嘉奖。长寿元年(692),召拜夏官(兵部)侍郎判尚书事。次年同凤阁鸾台平章事(即同中书门下平章事)。不久,则天认为营田关系到边镇军粮供应,非常重要,又任师德为河源、积石(今青海贵德西)、怀远(今地未详)等军及河、兰、鄯、廓等州(今甘肃兰州以西、青海湟源以东地区)检校营田大使。唐代西北和北边军事屯田之盛,以师德主管时为最。随后内迁秋官(刑部)尚书,转左肃政台(即御史台)御史大夫,依旧知政事。证圣元年(695),吐蕃进攻洮州(今甘肃临潭),他统兵出征,战败,被贬为原州员外司马。万岁通天二年(697),复起为同凤阁鸾台平章事。圣历元年(698),复充陇右诸军大使,仍检校河西营田。次年,为天兵军副大总管,仍充陇右诸军大使,专掌招抚吐蕃事。同年八月卒于会州(今甘肃靖远)。师德出将入相,总边任前后三十余年,以谨慎忍让闻名。
