It is the effective means and method for guarantee high vocational teaching quality and characteristics to strengthen students’ professional quality education.

In recent years,Russian government has been realized that rural teachers professional quality is the important factor which leads to success or failure of the modernization of the rural education in Russia.

So the evaluation system about teachers professional quality in higher vocational colleges should be constructed in the aspects of professional ethics,basic quality and professional competence based on the principles of being beneficial to the development of the individuals and the colleges,insisting on scientificness,integrating qualitative and quantitative e.
