| 政党分赃制 spoils system 西方国家执政党领袖把政府官职作为酬劳分配给在竞选中出过力的本党党员和个人亲信的任用制度。又称政党分肥制。 政党分赃制在许多国家采用过，其中美国最为典型。它是随着美国两党政治的出现而逐步形成的。1800年，民主共和党的T.杰斐逊就任第四任总统，他率先大批任用本党党员以取代联邦党人所担任的职务。1829年第七任总统A.杰克逊就职后更公开倡导这种作法，在美国联邦政府实行官职轮换制，排斥异己，给党派亲信封官，使政党分赃制得以确立。 由于政党分赃制任人唯亲，不问其是否胜任，其官员随所属政党的胜败而进退，因此造成用人不当，行政效率低下，政府浪费严重，官吏贪污舞弊，党派倾轧，政争激烈。每一次选举后便发生一次人事大变更，使行政管理混乱，政治不稳定。这种弊端使美国公众愈来愈不满，迫切要求改革这种官吏制度。美国国会于1883年通过彭德尔顿法，实行功绩制，政党分赃制废止。随着经济和社会的发展，政党分赃制已陆续被各国否定。但其影响仍时有出现。 |
