公共财政指的是仅为市场经济提供公共服务的政府分配行为，它是国家财政的一种具体存在形态，即与市场经济相适应的财政类型。
研究政府收支预算的经济学门类。政府是经济活动的主体之一，马斯格雷夫认为政府的主要作用有三个方面：（1）提供公共物品、提供资源配置过程中%26ldquo;市场失灵%26rdquo;的矫正手段；（2）调节收入分配以在社会成员中求得达成公平的社会产出分配；（3）在适当稳定的价格水平下运用凯恩斯政策求得较高水平的就业率。以上三项作用可以归结为配置功能、分配功能和稳定功能。布坎南则着重指出了政府%26ldquo;失灵%26rdquo;及其对社会的危害。
