拥有实际政治统治权力的政治机构和组织。政治实体是政治上层建筑的主要组成部分之一，与政治制度、政治意识形态等政治上层建筑不同，它是一种物质性的客观实在，是物质性的政治上层建筑。政治实体也不同于一般的政治组织，它是拥有社会政治统治权力的政治组织。在一般情况下，唯有国家才拥有统治社会的实际政治权力，因而国家是基本的政治实体。但是，在一些特殊的情况下，除了国家拥有政治统治权力以外，政党、军队、独立的政治组织等也可能行使对社会的政治统治权力。在这种情况下，政党、军队、独立的政治组织等也成为该社会的政治实体。政治实体除了客观实在性之外，还具有相对不变性的特征。政治实体的概念不仅对于区别物质性政治上层建筑和非物质性政治上层建筑有意义，而且对于区别变化着的政治程序和相对不变的政治实在也有意义。对政治实体的分析一直是传统政治学的重要内容。
