国际分工不完全理论，是指生产要素在部门之间的转移引起各部门要素生产率的变化，使国际分工不完全专业化的理论。生产要素在部门间的转移所发生的要素生产率降低的情况，使国际分工不能实现专业化。因为要素生产率的降低会阻止一国放弃另外一种产品的生产。可以看出，国际分工是指两个国家同时生产两种产品，一国侧重于生产某种产品，另一国侧重于生产另一种产品。国际分工不完全专业化理论的意义在于，它指出了国际分工的程度，并且阐述了这种不完全专业化分工的原因在于，随着生产要素在部门间的转移，流入生产要素部门的该种生产要素的生产率递减。建立在机会成本条件下的国际分工最初是美国经济学家高特·哈伯勒提出的。这一理论揭示了现实中多数国家处于不完全专业化的国际分工之中。然而这是问题的一个方面。在某些部门生产要素的流入可能使国际分工趋向于完全专业化。
