外贸企业审批管理制度我国国务院规定，各类外贸企业，包括国外的经贸机构的设置、合并、撤销，均须统一由对外经济贸易部归口审批。其审批条件是：
1.必须是政企分开、自主经营的独立经济实体，在财务上独立核算、自负盈亏；
2.要有本企业的固定名称，完整的企业章程，明确的经营范围和进出口商品目录；
3.要有符合国家规定的资金，固定的营业场所，以及开展业务所必须的设施和其它物质条件；
4.要有健全的组织机构与经营业务相适应的专业人员；
5.要有稳定的适销对路的出口货源；
6.必须承担一部分国家出口计划。
