20世纪50年代,民主德国出版业处于起步阶段。1985年全国拥有出版社78家,其中国营出版社39家,社会团体出版社30家，私营出版社5家,公私合营出版社 4家。主要的出版社有：迪茨出版社、建设出版社、人民与知识出版社、科学院出版社、经济出版社、百科全书出版社、儿童出版社、新生活出版社、 VEB出版社。全国共有书店1300家,其中国营书店700家,私营书店600家。国营书店总店设在莱比锡，下设14个专区书店，是民主德国售书业的主要渠道。最大的书店是:弗朗茨·梅林书店(莱比锡)、国际书店(东柏林)。
全国性行业组织有民主德国书商协会。政府管理出版业的机构是文化部出版与图书贸易管理总局。1984年，年度出书6395种，总印数1.4亿册。出版期刊533种，总印数 26.59亿册。1985年，从中国进口书刊20万瑞士法郎，向中国出口书刊 120万瑞士法郎。
