桂竹谷中，伴随祥光紫气，有不尽活水东来，贮为“玉清池”。溯清流而上，别有洞天，疑入桃源仙境，恰是当年吴筠与李白同隐之重阳草庐旧址所在。故拟重建上清观，以祀奉司马承祯、吴筠、李白等上清派仙道，并将重建悔桥，再现上清古韵高风。上清观侧拟建养真堂，充分发扬道教养生传统，开展道教武术、丹道气功、医药养生等活动，使之成为浙江省心理生理健康养生基地，让游客放牧心灵，回归自然以体现道教之“仙道贵生”。是为：
