非经营性城市基础设施项目是指本身不具现金流收入，主要产生社会效益和环境效益的城建项目，主要包括道路、桥梁、隧道等项目。非经营性城市基础设施是财政支出的重点项目，其特点是投资规模大、项目建设期长、本身的回报率低，具有公益性和非营利性。因此，如何有效利用财政支出现金流和创造非经营性城建项目的隐性收入现金流，采用金融创新手段，扩大建设资金来源、适当超前发展非经营性基础设施成为我市政府决策层面对的重要课题。
