行包工包产和超产奖励，对社员实行定额计件，同时照顾妇女的特殊利益;从当年收入中，扣除本年度消耗的生产费，按国家规定缴纳税金，集体提留公积金和公益金，余下部分按全部劳动日进行分配，体现按劳分配的原则，丰收年酌量多留积累，荒年可以少留积累，既能使社员收入逐年有所增加，又能增加公共积累;集体利益与社员个人利益必须兼顾，分配给社员一定量的菜地，小农具和家庭副业所需要的工具不入社，社员完成集体规定的劳动日后的时间由社员自由支配，允许社员经营家庭副业。高级社章程还对政治工作、文化福利事业、管理机构等方面作了具体规定。(罗瑞香)《高级农业生产合作社示范章程》(ModelRegulations for Advaneed AgrieulturalPredueer’5 Cooperatives)简称“高级社章程”。1956年6月30日，中华人民共和国第一届全国人民代表大会第三次会议通过，由国家主席毛泽东公布实施。 在1955年下半年到1956年初，中国农业生产合作社发展很快。1955年底参加初级农业生产合作社的农户占全国总农户的60%，参加高级农业生产合作社的农户占全国总农户的4%。到1956年6月，全国已经有90%的农户参加了农业生产合作社，其中参加高级农业生产合作社的农户占全国总农户的61%。在这种情况下，农业合作化运动出现了很多问题。如严重的铺张浪费，滥用合作社的人力、物力;耕畜作价不合理和公有牲畜饲养管理不善;合作社的劳动过于紧张;片面地强调集体利益和国家利益而忽视个人利益;等等。为此，中国共产党中央委员会和中华人民共和国国务院曾发出《关于勤俭办社的联合指示》，中共中央和毛泽东主席指出，必须保证90%的合作社增加生产，争取90%的社员增加个人收入，正确处理社员个人同集体的关系。但是上述问题并未相应解决。高级社章程，就是在初级社章程基础上，针对初级合作社转为高级合作社所产生的问题起草的。在高级社章程起草的过程中，吸收了全国各地主管农业合作化工作的干部参加，并且征求了各地负责同志的意见，作了多次修改，又由中国人民政治协商会议全国委员会组织了座谈、讨论，根据所提出的意见做了必要的修改，经国务院1956年6月14日第31次全体会议讨论通过，并经全国人民代表大会常务委员会第42次会议决定，提请全国人民代表大会通过。 高级社章程共n章64条，其中凡初级社章程原有内容对高级社仍然适用的，都保留下来;凡对高级社已不适用的条文，都作了修改;还增加了一些新内容。
