However, the approach has only solved the problem of attribution, so we should change the review procedure of death penalty into one kind of opening legal procedure completely,namely,three-tiered system, so as to enable three-tiered to display its effectiveness truly as the last defense to guarantee the death penalty .

图书分三级审稿的制度，简称三审制，是中华人民共和国出版社图书编辑出版的一项工作制度。早在1952年10月由国家出版领导机关明文公布实行。三审制具体内容是每一书稿(包括著作稿和翻译稿)从采用到印制成书，应经下列基本程序：一切采用的书稿均应实行编辑初审、编辑室主任复审、总编辑终审。担任初审的编辑，一般就是书稿的责任编辑。经过长期的实践，三审制有所发展，即助理编辑也可担任初审，而某些重要的书稿可以由比较多的人(包括约请社外专家)审读，讨论决定。某些书稿,则可以按照具体情况省去一些工序。对此,国家出版局在1980年 1月颂发的《出版社工作暂行条例》中，既重申了三级审稿制度，又作了相应的规定。1986年实行编辑职务聘任制后，副编审、编审可以分别担任复审、终审工作，发稿权在总编辑。三审制有利于发挥各级编辑的集体智慧，是对科学文化精神产品的严肃负责态度；同时对各级审稿有不同的要求与职责规定，有利于书稿质量的提高。80年代初中国出版界在关于建立编辑学的学术讨论中，也有个别论文主张取消三审制。
