| 世界政策 Weltpolitik 19世纪90年代后期起德意志帝国的外交政策。政策的主要舞台已由欧洲大陆扩大到世界各地，具有强烈的扩张与争霸世界的性质。制订和推行世界政策的代表人物是德皇威廉二世、帝国宰相B.H.M.K.von比洛和海军上将A.von蒂尔皮茨。威廉二世曾公开宣扬其对外政策的新路线，即大力扩大殖民地，积极扩建海军。比洛在帝国国会上一再申言：要建立大德意志，争取阳光下的地盘，重新瓜分地球。蒂尔皮茨拟定了庞大的舰队建造计划，力图按实力、按资本通过战争达到重新瓜分世界的目的。 世界政策的主要目标是东亚、非洲和中东。德国在这一政策指导下，于1897年强占中国的胶州湾；在非洲支持南非布尔人共和国（见英布战争），同英国争夺南非势力范围，在摩洛哥同法国展开争夺；在中东，力图独占土耳其，并通过巴格达铁路的建造，把势力一直伸延到波斯湾。通过1898～1921年的舰队法案，德国海军迅速发展成为英国海上霸权的最大威胁。世界政策使英德矛盾变成帝国主义矛盾中的主要矛盾，并导致第一次世界大战的爆发。 |
