参与决策(P artieipation in poliey一making)指在决策过程中，认真倾听群体成员的意见，并尽可能吸取其合理成分的决策方法。参与决策实际上是一种智力开发，有利于集中群众的智慧，提高决策质量，避免领导者决策失误。参与决策的重大意义在于它可以使成员在心理上获得一种满足，容易获得责任感和对决策的认同感，增强主人翁感，可以充分调动群体成员的积极性，从而保证决策的有效性。参与决策还能调整领导者与被领导者的人际关系，增加相互理解和相互信任，有利于增强群体凝聚力。由于群体成员的知识、能力等参差不齐，对参与的主观期望也有差异。因此成员参与决策也不宜搞平均主义。领导者要善于根据成员参与的可能性大小，实行不同程度、不同形式的参与。 (黄志饥撰王树茂张德审)
