国际储备管理一个国家的国际储备管理主要包括两个方面:①国际储备水平管理，以求得适度的国际储备数量;②国际储备结构的管理，以求得合理的储备结构。国际储备水平是指一国持有的国际储备额同该国的国民生产总值、国际收支差额、外债总额、进口额等经济指标的比例关系。确定适度的国际储备水平，应考虑对外贸易状况、外汇管制的程度、本国货币的地位、借用国外资金的能力和外债的规模等因素。国际储备结构的管理指一国如何最佳地持有国际储备资产，从而使黄金储备、外汇储备、普通提款权和特别提款权四种形式的国际储备资产的持有量之间保持适当的比例关系。一国持有多少普通提款权和特别提款权，是由该国向基金组织缴纳份额的多少决定的;份额不变，其持有的数量一般也不会发生变化。因此，最佳地持有国际储备资产实际上是在黄金储备和外汇储备之间、外汇储备中各种储备货币之间、将外汇储备存放于外国银行或投资于外国证券市场之间保持适当的比例关系。在国际储备结构管理中，应遵循兼顾流动性和收益性的原则。
