中国教育部所属负责电化教育的专门机构，1978年8月成立,设在北京。电影教学是它的重要工作之一，包括选题，摄制，审查影片，引进国外影片，发行、出借教学影片，推广电影教学等。中央电化教育馆于1979年底被确定为中国的教科文组织电影片的收藏单位，负责保存联合国教科文组织赠送中国的影片并提供有关单位使用。截止到1985年藏有国内外教学影片915部。1982年8月，它与联合国教科文组织合作,拍摄了反映中国优秀文化传统的艺术教育片《中国京剧演员的训练》。
