根据《国家公务员暂行条例》，我国的国家公务员是指各级国家行政机关中除工勤人员以外的工作人员（包括国家行政机关中从事党团工作的专职工作人员，如人事部机关党委专职副书记等）。

在国外，公务员的概念有大有小，范围不尽一致，大致说来有三种类型：
第一种是小范围的，公务员仅指中央政府中非选举产生和非政治任命的事务官，不包括由选举或政治任命产生的内阁成员及各部政务次官、政治秘书等政务官。这种范围同国家公务员法规的适用范围相一致，英国及许多英联邦国家基本属于此类。在英国，公务员是指那些不与内阁共进退，经过公开考试择优录用，没有过失 可以长期任职的文职人员。
第二种是中等范围的，中央人民政府的所有公职人员，包括政务官与事务官都称为公务员，但适用于国家公务员法规的只是事务官。美国基本属于此类。美国把公务员称为%26ldquo;政府雇员%26rdquo;，%26ldquo;政府雇员%26rdquo;是范围很广的一种称谓，它包括了除军事人员以外的所有政府雇员。
第三种是大范围的，把从中央到地方政府机关的公职人员、国会除议员以外的工作人员、审判官、检察官、国有企业和事业单位的工作人员统称为公务员，并由%26ldquo;国家公务员%26rdquo;和%26ldquo;地方公务员%26rdquo;之别，有%26ldquo;特别职%26rdquo;与%26ldquo;一般职%26rdquo;之分。%26ldquo;一般职%26rdquo;公务员是指政府系统中非选举产生和非政府任命的工作人员，是国家政府系统中的事务官，即非选举产生和非政治任命的政府工作人员，适用于国家公务员法规的，只是%26ldquo;一般职%26rdquo;的国家公务员。日本、法国基本那属于此类。法国公务员是指在中央机关及其所属机关、地方行政机关、公共企事业单位被任命为常任官员的工作人员。
以上三种，不难看出，我国基本属于第二种概念的划分。
