| 特困户 人均年收入处于特困线以下的家庭。贫困是物质生活困难和生产手段匮乏的整体性状况，一般由生活水平来衡量。当某个人、家庭乃至群体的生活水平比所在地区的平均生活水平低时，即为处于贫困状态。量化的测定标准即是贫困线，具体的指标各国相异。中国以年人均最高收入为线，它随物价的变动而调整。中国民政部20世纪80年代中期曾将人年均收入200元定为中国的贫困线。由于物价的上涨，新的贫困线已被调整为300元。 中国贫困人口已由80年代末的8500万人 ，减少到1995年的6500万人。九五期间，国家将加大对贫困地区的支持力度，扶助民族地区经济发展，基本消除贫困现象，使人民生活达到小康水平。 |
