联合国安理会的一项表决原则。
安理会表决实行每一理事国一票。对于程序事项决议的表决采取9个同意票即可通过。对于非程序事项或称实质性事项的决议表决，要求包括全体常任理事国在内的9个同意票，又称大国一致原则，即任何一个常任理事国都享有否决权。常任理事国的弃权或者缺席不被视为否决，不影响决议的通过。
