贝弗里奇式社会保险
贝弗里奇式社会保险英国公爵、经济学家贝弗里奇在第二次世界大战期间，把英国当时存在的财政匾乏、疾病、无知、贫穷和怠惰，称之为五害，并于1942年向政府提出了建立福利国家的主张。主张实行失业、残疾、疾病、生育、寡妇等7个项目的社会保险，以缓和社会矛盾。他认为，社会保险的对象是全体公民，个人所得待遇同个人交款多少没有多大联系，以保证大家享受到最低的生活水平。贝弗里奇建议的社会保障计划包括3种方法:社会保险、社会救济和自愿保险。社会保险用以满足居民的基本需要;社会救济用以满足特殊情况的需要;而自愿保险则用以满足收入较多的居民较高的需要。社会保险的基本原则是:所有家庭不管其收入水平如何，应当一律按照统一标准上缴捐款和领取津贴;领取津贴的时间与数额应当充分;行政管理应实现统一;社会保险应按照不同社会阶层的不同方式进行调整。 贝弗里奇的基本思想是:社会保险旨在维持生存所需的最低限度的收入，社会保障就是对收入达到最低标准的保障，国家所组织的社会保险与社会救济的目的在于保证以劳动为条件获得维持生存的基本收入，至于有些阶层要求保障超出最低生活标准的需要，那可以通过参加私人举办的自愿保险计划去解决。按他的思想建立社会保障制度的国家有英国、荷兰、瑞典等，简称为“贝弗里奇国家”。贝弗里奇计划在英国社会保险史上占有重要地位，其影响遍及世界所有主要国家，成为社会保障思想发展史上一个里程碑。
