Datasets including precipitation of 35 observational stations of the east side of Tibetan Plateau and the Indian Ocean SST during 50 years(1951-2000) have been used to analysis their teleconnection characteristics by using SVD method.

印度对外开放战略印度独立后一直实行进口替代战略，60年代初开始鼓励出口，至80年代才将促进出口和进口替代同时并举。卯年代初大幅度调整对外经济战略，推行进出口自由化政策。这一战略的转变经历了5个阶段。印度独立后，经济处于崩溃的边缘，在利用外资上，是吸收与限制相结合，限制较多。在外贸方面，没有促进出口政策，进口也未严格限制。1956年至60年代末，印度在资金上更加依赖外国，在进口上则严格限制，同时意识到了促进出口的重要性，但出口效果不理想，基本上实行的还是内向型的进口替代战略。60年代末至70年代末，印度经济进入调整时期，外汇短缺有所缓和，印政府开始有意识地限制利用外资，减少对外资的依赖。在进出口贸易政策方面，由于外国的压力而导致的放宽进口限制政策只实行r一段时间，这一阶段是进口替代与出口促进并重的阶段。80年代印度为了适应经济改革的需要，加强了对外开放。引进外国直接投资政策更为灵活，国际机构、外国政府优惠贷款减少.商业货款增加。外贸方面，继续加强出口，加快放宽进口限制步伐。到90年代，政府大幅度调整了对外经济战略，推行进出口自由化的政策。
