科学管理理论(th eo守of seientifie manag-ment)20世纪初，一些学者针对当时流行的企业管理组织和方法(即放任管理)的问题提出了可以从“科学”的观点去分析所干的工作和对劳动加以科学的监督管理，当时泰勒(Taylor，F.w.)首创的“科学管理”理论也就应运而生了。科学管理主要探讨了在工厂中如何提高劳动生产率的问题，他们认为关键在于怎样在管理者和广大职工之间建立起一种和谐的人际关系。泰勒认为“工人最切望资本家的是将得到较高的工资，而资本家所最希望于工人的是付以较低的工资”。所以为了达到双方的目的，管理者应该探求最好的工作方法，以及选拔和训练职工的科学方法。而且泰勒本人也在孜孜不倦地探索和研究工作设计与处理工作的最佳方法。泰勒通过实践考察和严密的分析，提出了在一切管理问题上都能够、而且也应该应用科学的方法，主张一切工作方法都应通过考察由管理者来决定，并提出了科学管理的四项原则:(l)对人的劳动的每种要素规定一种科学的方法，以代替陈旧的、经验的方法。(2)对工人进行科学的挑选，然后训练、教育他们，发展他们的技能，而不是像过去那样，由工人自己挑选工作，让他们自己想办法来训练自己。(3)在工人和管理者之间培养合作精神，以保证工人按科学方法完成任务。(4)在工人与管理者之间进行明确的适当的分工，管理者承担起所有那些他们比工人更能胜任的工作，而在过去大部分的责任都推给了工人。这些原则促使管理人员采取更加系统的方法去执行他们的协调任务，劳动的分工己经不像亚当·斯密所认为的那样，由一只“无形的手”去处理。相反地，管理过程却要求管理者及时地使整个过程合理化。所以泰勒提供了解决企业管理中两个主要问题的力一法，一个是提高劳动生产率，一个是提高管理效率。泰勒制科学管理的月的在于调整这个矛盾，把管理者和劳动者两方面的注意重点从分享经济价值转移到增加可供分享的价值。 (林乘贤撰沈德灿审)
