该假说由Milton Friedman （弗里德曼）提出，其基本思想是家庭消费很大程度上取决于其长期预期（即持久的收入）。该假说认为只有持久收入才能影响人们的消费，也即是说消费是持久收入的稳定的函数。持久收入假说可用于解释短期边际消费倾向与长期边际消费倾向不一致之谜。
