1976年4月5～10日，联合国教科文组织在国际体育运动理事会合作下，召开了有 101个国家体育部长或高级官员出席的会议，通过了关于建立政府间体育运动常设机构和设立发展体育运动国际基金等建议。1978年11月21日，在教科文组织第20届大会上，政府间体育运动委员会正式成立。大会通过了政府间体委章程、体育运动国际宪章和发展体育运动国际基金章程等文件。
政府间体委的宗旨是：对教科文组织制定的体育活动计划和执行情况进行指导和监督，推进国际体育运动的合作，帮助各国实现对体育问题的研究，收集、分析和出版体育运动的科学资料,通过举办训练班和讲座,培养体育骨干。
政府间体委由30名委员组成，由教科文组织大会选举产生。每届大会改选其中的一半，委员会在其全体会议上选出主席 1人、副主席 5人及总报告人组成执行局，主持日常工作。 现任主席是尼日利亚； 副主席是中国、利比亚、古巴、荷兰、苏联，总报告人是美国。委员会两年召开1～2次会议，需要时可召开特别会议。教科文组织会员国和准会员国及联合国系统其他组织的代表均可列席委员会会议。30个委员国每国有1票表决权。
