中国东汉后期将领。字威明，安定朝那（今宁夏固原东南）人。早年好学,研习兵略。延熹三年(160)，任泰山太守，曾镇压叔孙无忌领导的农民起义。次年，羌族举兵反汉,攻掠关中,皇甫规主张绥抚，上书自荐。汉廷任其为中郎将，持节统兵攻抚羌兵。他率军先攻降先零等羌，后调集骑兵向陇右(今甘肃陇山以西)进军。途中羌兵阻道，军中瘟疫流行。皇甫规慰勉部属，甘苦与共,协力打通道路，进入陇右。所到州郡,整饬吏治，革除暴政，诸羌20余万相继归降。皇甫规刚直不阿，被诬陷下狱,经朝野士人救援,赦免归乡。后任度辽将军，转历数职，封侯不受。熹平三年卒。
