别克苏勒坦·凯塞 男，哈萨克族，1948年9月生，新疆乌鲁木齐县人，中学毕业。1971—1981年在中央民族学院语文系任教。1983年至今在新疆社会科学院民族文学研究所从事科研工作，曾任研究室主任、副所长，现任所长、副研究员。 中国少数民族作家学会理事、中国民间文艺家协会会员、新疆作家斡和民间文艺家协会会员。本人主要从事哈萨克民间文学研究，也从事文艺评论。学术专著有《哈萨克族文学史》民间文学卷（40万字）。新疆人民出版社1996年出版，全国哲学社会科学规划重点项目子课题，获新疆维吾尔族第四届社会科学优秀成果二等奖。译著有《文学的基本原理》，伊犁人民出版社1988年出版，撰写《中国各民族宗教与神话大辞典》哈萨克族部分，受新疆《三套集成》编委会委托选编《哈萨克神话、有哈萨克民间歌摇《巴塔考究》》，《哈萨克史诗中原始宗教遗迹》、《冬不拉传说研究》、《英雄叙事诗阿尔卡里克的内容评价与变化》等。
