城市中每个居民平均享有的公共绿地面积，是衡量城市居民游览休息用地水平的标志。目前各国定额和计算中所包含的绿地及居民的范围不完全相同。中国规定城市公共绿地定额，近期每人3～5平方米,远期每人7～11平方米。中国计入定额的绿地一般包括各级公园、植物园、动物园、道路用地范围（规划红线）以外的街旁绿地和毗邻市区的郊区公园；对于河湖水域是否计入城市绿地，各城市的做法不尽相同。参加计算定额的人口一般只包括城市居民。为了衡量定额中各类绿地的分配情况，在计算全市总定额的同时，对各类绿地的定额须分别进行计算。
