In this paper,a time-cost-quality trade-off optimization model is set up by using multi-objective optimization theory and multi-attribute utility function theory.

To solve comprehensive multiobjective optimization of implementation scheme about time,cost and security in project logistics,a time-cost-security tradeoff optimization model,which was based on decision network planning technique and multi-attribute utility function theory,was proposed.

First, a new kind of effective function is proposed, by which the decision making matrix with different dimensions and different kinds of indexes is changed uniformly into effective matrix.

In order to get the synthetical estimate value of ship-to-air battle channels,we use three effect functions to calculate the value of index of the project-layer.

The paper uses linear and exponential function as the effect function of transporters to analyze,and to compare the ex- pected effects of three strategies(checking,seizing and fining)of managing exceeing limit and overload transportation in the transporters with different preferences and shows an example.
