对研究区地表水环境质量现状分析及预测的基础上,引入响应系数和最优化理论,以各断面水环境功能标准和各排污口排放标准为约束条件,建立了水环境优化管理模型,最后提出有利于当地经济和水环境可持续发展的优化管理方案:方案一为现状优化管理方案,按此方案各断面均能达到其相应的水环境功能标准,要求红光糖厂、斯达造纸厂和氧化塘COD处理后浓度分别为1500mg/L、900mg/L和200mg/L,其它排污口维持原排放浓度;方案二为"下个五年"优化管理方案,按此方案各排污口均能达到其相应的排放标准,要求红光糖厂及斯达造纸厂的COD和BOD5处理后浓度分别为100mg/L和30mg/L。
